Many Imperial worlds are ruled by hereditary aristocracy, and democracy is unknown. However, some worlds do exercise some kind of voting system, at least on a local level. Others have appointed non-aristocratic governments of landowners, businessmen and other important civic figures. The lowest level of politician is generally the local council representative, with a constituency with a size ranging from roughly the size of a village, up to several thousand citizens in a larger town or city. Although they only deal with low level local politics (which is often all theyre good for), many representatives get inflated opinions of themselves. Those with ambition, money and (usually) talent may be elected or promoted to higher office. |

Most non-aristocratic cultures model their governmental system on the Imperial system, based on Terra, with a council of elected or appointed politicians, proposing, approving or opposing motions under the veto of a head (or heads) of state, analogous to the Senatorum Imperialist and the High Lords of Terra. Senators are generally well-known public figures with a large staff and responsibility for (and power over) thousands, if not millions, of people. In the process, most make both political and personal enemies, some of whom may be inclined to use violence to resolve their contention. |

The highest rank in government after the planets Imperial governor, ministers are incredibly powerful within their spheres of influence. Defence ministers may be able to sack or appoint military commanders, treasury ministers can boost or destroy a planets economy overnight, justice ministers can enforce curfews or empty the prisons. In short, a governor must do all he can to ensure that his ministers, while being allowed to do their jobs, are kept under tight enough leashes that they do not aspire to any higher station. The most common way of keeping ministers in line is to encourage internal politicking and bickering between departments. This way, each minister is too concerned with maintaining his or her position within government to consider making a play for overall leadership. |
